Whatever happened to Guildford's casino plan?

Whatever happened to the Guidford casino plans? Were they nixed by central govt.?

They did a study in to the idea, one of the key findings was:

"After being given a brief description of the proposals to develop a casino in Guildford, 83% were opposed to the idea."

Also, according to the same document (http://www.surreycc.gov.uk/consult/consult.nsf/0/43DEC235677B756180257337004B2AFD/$file/Casino%20summary.doc) (.doc file found on Google, open at your own risk etc!) that:

"In addition and following further public consultation, we have decided not to issue any casino premises licences in the borough for the next three years. This will be the position even if the Government decides to increase the number of new casinos during the next three years."
